L. -- TEAMBUILDING AND ANC GOVERNANCE

Teambuilding in Government involves:
 
·        Emotional commitment

(74*) This kind of commitment originates from a shared goal. It is the product of three elements: (i) understanding, (ii) desire and (iii) belief. Emotional commitment requires full understanding of the goal, its content and real meaning. This is followed by looking forward to achieving the goal, accompanied by a strong belief that it can and will in fact be achieved.
(75*) It signifies unchecked, unvarnished devotion to Government and its success.
 
·        Defining and institutionalising values to establish a basis for interaction and mutual cooperation
 
These values may include:
 
o      Establishing cohesion, unity, cooperation and mutual supportiveness
o      Managing conflict
o      Ensuring ethics and integrity
o      Maintaining the dignity of Government and its alliance parties
o      Maintaining trust levels
o     Applying “rules for engagement”
 
Teambuilding in ANC governance cannot be separated from unity in and between the ANC and its alliances. In this regard all points to the ANC failing to ensure emotional commitment to a shared goal; neither did it succeed in institutionalising values aimed at mutual cooperation and support.

The consequences are evident in behaviour such as excessive conflict, factionalism, infighting, corruption and a fierce struggle for power.
President Zuma is very much aware of these problems. (76*) In his closing address at the 2010 National General Council (NGC) in Durban, he stated that the NGC was:”very much about the restoration of cohesion, unity, discipline, respect and order in the organization. One of the main challenges was how to move forward to restore the dignity and integrity of the ANC”, he said.
 
He stressed that the ANC leadership had to be firm, decisive and consistent in the application of discipline and in rooting out factionalist and divisive tendencies, including within the National Executive Committee itself. “Anyone who crosses the line will face the consequences.There is no need for intimidation and disruption of meetings" he warned

"That kind of behaviour undermines unity and constitutes ill discipline. It must not be tolerated. An alliance that is besieged with tension, squabbling and conflict does not inspire public confidence”, Zuma said.

(76*) The President also called for restoring cohesion, unity, discipline, dignity, integrity respect and order in the organization.
 
Behaviour of the nature tends to transform into culture. The mere magnitude, intensity and ongoing nature of the behaviour described by the President, indicate that it has most probably already been entrenched as ANC culture. Restoring it will require much more than just another National General Council (NGC)!
